The National Education Association has information about ELLs, and the union's advocacy on the issue.
The National Council of Teachers of Mathematics has a position on ELL.
The University of California's Language Minority Research Institute has a ton of research and policy papers on non-English speakers.
USC's Center for Multilingual, Multicultural Research has a ton of information. I was really impressed with the collection of resources for Asian and Pacific Islanders.
